Principle

Flexibility and efficiency of use (Nielsen)

People report that the banner returns on every page, reload or visit, often only after they declined, so they have to repeat a choice they already made.

A fix

Store a rejection in a strictly necessary first-party cookie or local storage for at least as long as an acceptance is stored. Add regression checks confirming that the rejected state survives page navigation and reloads.
