Principle

Error prevention: avoid habituating confirmation dialogs

People report seeing consent prompts so often that they click accept or OK reflexively, without reading, just to make them go away.

A fix

Show a prompt only when the site actually sets non-essential cookies, and make closing or ignoring it mean no tracking. That way a habitual click does not grant consent the user never intended to give.
