People report that the local-account option is hidden, needs extra confirmation screens or command-prompt workarounds, and is blocked without internet, which takes away a legitimate choice instead of supporting it.

A fix

Show "Microsoft account" and "Local account" as two equally prominent options on the same setup screen, available offline, with one plain sentence on what each gives up. Stop re-prompting for a Microsoft account after a local account has been chosen.
